RTI and Passport

In order to obtain information through the RTI Act, a request must be sent in writing or through electronic means to the Chief Public Information Officer, CPV Division, Ministry of External Affairs.

How to file an application under RTI with the CPV (Consulate, Passport, and Visa) division of the Ministry of External Affairs or Passport Offices in India

Given below are step-by-step instructions on how to file an RTI for information from the CPV / Passport Office.

  1. Application fee.
    • If the information is being sought under Subsection (1) of Section 6, an application fee must be paid.
    • Any person seeking any information under the RTI Act from the CPV / – Passport Officers must pay an application fee of Rs.10.
    • If the RTI application is being submitted in writing at the CPV Division, Patiala House, New Delhi, the fee can be paid in cash, or through Demand Draft / Banker’s Cheque / Indian Postal Order which has been drawn in favour of the Accounts Officer, Ministry of External Affairs, payable at New Delhi.
    • If the RTI application is being submitted in writing at any of the Regional Passport Offices (RPO), the fee can be paid in cash, or through Demand Draft / Banker’s Cheque / Indian Postal Order which has been drawn in favour of The Passport Officer, <respective Post Office>, payable at the location in which the <respective Post Office> is located.
    • If the RTI application is being submitted online through the RTI web portal, the application fee must be paid online through Net Banking / Credit or Debit Card / Other payment facilities that are available on the portal itself.
    • It should be noted that those persons who fall under the BPL Category are exempted from the payment of the application fee, but only if they provide the necessary documents that support their claim.
    • The requirement for an application fee comes from a directive mentioned in a Gazette Notification that was issued by the Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pension of the Indian Government (no. 34012/8(s)/2005 Estt – B dated 16.09.2005).
  2. Additional Fee.
    • For information being sought under Subsection (1) and (5) of Section 7, an additional fee will be charged.
    • Under Subsection (1) of Section 7:
      • For each page created or copied in A-4 size paper – Rs.2 per page.
      • For each page created or copied in A-3 size paper – Rs.2 per page.
      • For samples or models – actual cost price.
      • For copies in larger size paper – actual cost price.
      • For inspection of records – no fee for the first hour, and Rs.5 per hour after that.
    • Under Subsection (5) of Section 7:
      • For information that is to be provided in a diskette or floppy – Rs.50 per diskette or floppy.
      • For information provided in print – the price fixed for such publication.
      • For information provided in print – Rs.2 per photocopied page extracted from the required publication.
    • The mode of payment will be the same as that of the Application Fee.
    • In case additional fees are required, the concerned authority will communicate the requirement for additional fee payable to the applicant. The applicant must then deposit the required amount, and the concerned authority will make the information available once receipt of the additional fees are confirmed.
  3. Appeal An appeal can be submitted to the Appellate Authority by the applicant if:
    • A decision has not been received by the applicant within the time period specified under Subsection (1) or Clause (a) of Subsection (3) of Section 7.
    • The applicant is aggrieved by the decision of PIO.

    The application must be submitted within 30 days of the above instances.
